The Project was initiated by the Federal Ministry of Agriculture and Water Resources to supply raw water to FCT and to meet the demand for the next 50years, until the anticipated ultimate development of FCT, the Gurara Water Transfer Project has been adapted to take advantage of the whole potential brought by the damming of the Gurara water.

Indeed, the relocation of all ministries, government agencies and diplomatic representatives to Abuja, the capital of FCT, has triggered major growth of this city: the population was 1.4million in 1998 (http://www.population.gov.ng/files/nationafinal.pdf) and is expected to reach 5million by 2035.
